Set in 1942, the film follows Frank Moore (Alfonso Herrera), a Mexican-American communications specialist sent by the United States military to a coastal Venezuelan town. His mission is to protect Venezuelan oil tankers from Nazi U-boat attacks in the Caribbean and root out a suspected German spy. While there, he falls into a passionate, forbidden romance with Venezzia (Ruddy Rodríguez), the hearing-impaired wife of his commanding Venezuelan officer, Captain Enrique Salvatierra ( Rafael Romero ).
