An all-pass filter is, by definition, a signal processing filter that passes all frequencies with constant gain (typically unity), but changes the phase relationship among different frequencies.
To understand why this is useful, we have to look at how phase interacts in the real world. Phase is measured in degrees (from 0° to 360°). If two identical waveforms are perfectly in phase (0° shift), they sum together and become louder.
